The Request for Proposals for Botswana: GPI Technical Assistance to Enhance Government Procurement Regulation has been postponed until further notice.
The Public Procurement Regulatory Authority (PPRA) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute a technical assistance project to enhance procurement compliance regulations for the Government of Botswana.The U.S. firm selected will be paid in U.S. dollars from a $1,320,000 grant to the Public Procurement Regulatory Authority from the U.S. Trade and Development Agency.

The Public Procurement Regulations Act of 2021 in Botswana provides a structured and comprehensive framework for public procurement, aimed at enhancing efficiency, transparency, and accountability in procurement processes to improve the overall management of public resources. A key feature of the Act is the establishment of the Public Procurement Regulatory Authority (PPRA), which serves as a regulatory body responsible for overseeing and enforcing procurement regulations, promoting best practices in public procurement, and ensuring compliance with applicable laws.
Project Background
This assistance aims to help the PPRA enhance enforcement, transparency, and compliance among Government of Botswana (“GoB”) procurement officials and contractors. The project will establish a coherent compliance framework with clear rules and enforcement procedures aligned with the Public Procurement Act of 2021, providing procurement officials, Procuring Entities, and Government Contractors with the clarity needed to perform their duties effectively. Additionally, the selected firm will assist in developing guidelines and procedures to improve compliance with the Act and promote procurement best practices, ultimately aiming to achieve Value-for-Money in government procurements. The technical assistance builds on previous USTDA support to the PPRA, which included creating a Public Procurement Act Guidelines, Best Practices, and Implementation Manual (“Public Procurement Manual”), developing audit procedures, and preparing the PPRA Audit Manual along with related training.
About the Technical Assistance
The TA will support the integration of the Public Procurement Act of 2021 and its associated regulations into a coherent compliance framework. Key deliverables include the development of a Procurement Code of Professional Conduct and Ethics for public procurement practitioners, as well as enforcement mechanisms for procurement officials. The TA will also design a compliance and performance monitoring system with tools, instruments, and metrics that conform to the Act and align with international best practices. Additionally, the TA will evaluate training materials for these tools and systems and conduct targeted training sessions to ensure proper implementation and usage of the compliance framework.
