USTDA requires services under this non-personal services contract to assess the completeness of deliverables submitted by U.S. companies to USTDA for review and acceptance under up to six (6) USTDA-funded transportation activities in Pacific Island Countries. The Contractor will serve as an independent and objective technical expert to (a) conduct a thorough review of the work product and deliverables submitted to USTDA for review and acceptance, and (b) provide advisory services to USTDA across multiple technical workstreams.

To successfully review the work products and deliverables submitted to USTDA, the Contractor shall have extensive experience and knowledge of transportation infrastructure projects, including, but not limited to, airport and port development, operational analysis, economic and financial analysis, regulatory and legal analysis, and development impact analysis.
