Caitlin Harwood is a Country Manager for Latin America and the Caribbean at the U.S. Trade and Development Agency (USTDA), where her portfolio includes Mexico and Caribbean nations. In this capacity, she is responsible for business development, project preparation, and oversight for USTDA activities across critical infrastructure sectors, including critical minerals, digital infrastructure, energy, and transportation.

Prior to joining USTDA, Ms. Harwood served in the Africa Bureau at the U.S. Agency for International Development (USAID), the U.S. Department of Labor’s Bureau for International Labor Affairs (ILAB), and the Occupational Safety and Health Administration (OSHA). Her work across these agencies spanned economic development, labor and migration, national security, sanctions and public diplomacy. She initially entered federal service as a prestigious Presidential Management Fellow.

Earlier in her career, Ms. Harwood spent three years living in Lima, Peru where she worked as an English teacher, volunteered with local non-profits, and traveled extensively throughout the Andean region. She holds a B.A. in Spanish from Louisiana State University and an M.A. in International Affairs from Texas A&M University’s Bush School of Government and Public Service.
