Director of Management Operations

Matt Cox serves as the Director of Management Operations of the U.S. Trade and Development Agency, which helps U.S. businesses create jobs through the export of their goods and services for priority infrastructure projects in emerging economies. USTDA links U.S. companies to global export opportunities by providing early project preparation assistance that matches U.S. technological expertise with overseas infrastructure development needs­ – creating lasting business partnerships between the United States and emerging market economies.  Mr. Cox oversees and manages the staff responsible for the management and coordination of all USTDA operational resources.

Before joining USTDA, Mr. Cox served as the Executive Staff Director, Communications and Resource management for the Federal Railroad Administration’s Office of Safety.   In that role, he was responsible for the management and coordination of all human capital, financial and administrative services, as well as the strategic communications initiatives, supporting the 700-person Office of Railroad Safety distributed across the nation.

Prior to joining the Federal Government, Mr. Cox was responsible for business operations at FlightSafety International, which provides world-class aviation training to operators of business and regional aircraft in advanced aircraft simulators and hi-technology classrooms.  Mr. Cox also served in the United States Navy in a variety of aviation and mission support roles, retiring as a Commander in 2009.

Mr. Cox received a Bachelor of Science degree in political science with a French language minor from the United States Naval Academy.  He was also the Honor Graduate of the Naval Postgraduate School’s Aviation Safety Program and has completed the Federal Executive Institute’s Leadership for a Democratic Society program.
