Acting General Counsel
Erica Hovani has served as Acting General Counsel of the U.S. Trade and Development Agency since January 2021. Previously, Ms. Hovani was an Assistant General Counsel at USTDA, from 2018-2021, primarily advising the IndoPacific Regional Team on the development of project preparation activities throughout the region.
Before joining USTDA, Ms. Hovani was the Legal Counsel and Secretary to the Governing Board for the African Risk Capacity (ARC), an international organization that helps African governments better plan for and respond to extreme weather events and climate change. Ms. Hovani was part of the team that founded ARC, and she has worked extensively with governments across Africa, designed the legal structures and organization of the ARC entities, and was responsible for the organization’s governance activities.
Ms. Hovani also worked at the UN World Food Program in Rome, Italy, providing legal support to humanitarian assistance activities. She started her legal career as a litigator at Dechert LLP in Washington D.C. and Boston, and served as a Peace Corps volunteer in Armenia. She has a JD from NYU School of Law with a focus in international law, and a Bachelor of Arts in Anthropology, with high honors, from the University of Virginia.
