Coleen is originally from Olympia, WA and holds a BA in Political Science from Whitworth University and a Master’s Degree in International Development from the Josef Korbel School of International Studies, University of Denver. Prior to joining USTDA she served as a Program Analyst then Program Officer at the U.S. African Development Foundation overseeing a portfolio of agriculture sector grants, primarily in the West Africa region, and leading a team of analysts. In this role she managed the lifecycle of each grant, from preparing requests for proposals to close out and de-obligation activities for projects in Burkina Faso, Burundi, Niger, and Rwanda. While serving as a Presidential Management Fellow, Coleen did a rotation in the Office of Investment Policy at then-OPIC on the Economic Impact Analysis team, conducting research and analysis on international trade, economic trends, and development indicators for proposed and current OPIC projects. She enjoys traveling, cooking, long walks with her dog, and speaks French.
