Alid Camara is USTDA’s regional financing and implementation manager for the Indo-Pacific region, based at the U.S. Embassy in Manila, Philippines. In this role, he works within the U.S. government interagency process and facilitates public and private sector financing partnerships for USTDA’s priority infrastructure development initiatives in South and Southeast Asia and the Pacific Islands. Prior to joining USTDA in 2024, Mr. Camara worked in public finance consulting and corporate strategy advisory services, facilitating or leading assignments and multi-year projects in 32 countries in Africa, Asia, the Caribbean, the Middle East and Gulf Cooperation Council. In public finance, he has designed, managed, and evaluated public investment, urban development finance, tax policy, revenue collection and expenditure management programs. In corporate finance, he has worked on infrastructure public-private partnerships, cross-border finance and investing, corporate risk management and deal structuring. His industry and sector experience includes engineering, procurement and construction (EPC), health and education, transportation, agribusiness, and water, sanitation and health (WASH).
Mr. Camara holds undergraduate degrees in economics and government from the University of Maryland at College Park, MSc. from London School of Economics (LSE), and MBA from the Massachusetts Institute of Technology (MIT).
