Thailand’s Digital Economy and Promotion Agency (DEPA) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute a Technical Assistance (“TA”) for the proposed Phuket Smart City Project. The Proposal submission deadline is Friday, March 24, 2023 at 5:00 PM Bangkok, Thailand Time (UTC+7)/ 6:00 a.m EDT. The U.S. firm selected will be paid in U.S. dollars from a US$839,420 grant to DEPA from the U.S. Trade and Development Agency.
About the Grantee
Established in 2017, DEPA is mandated to promote the development of digital industry and innovation in Thailand and lead implementation of the country’s national smart cities framework. DEPA has regional offices throughout the country, and the DEPA Southern District office in Phuket has worked very closely with their counterparts at the Phuket Provincial Government to drive smart city initiatives forward.
Project Background
The TA would support DEPA and the Phuket Provincial Government (“PPG”) in developing, implementing, and expanding two fundamental pillars of Phuket’s smart city program, the Phuket City Data Platform and command center, as well as in assessing the province’s enabling ICT infrastructure. These three components constitute the Project:
o City Data Platform Buildout: The TA will help to define requirements for expanding the Phuket City Data Platform (PCDP) to encompass a broader area of the island, increase functionality and explore potential revenue models to finance the buildout and sustainable operation of the PCDP.
o Command Center Upgrade: The TA will assess the technical, financial, and other key elements to provide plans and specifications necessary for modernizing and upgrading the Phuket traffic command center and emergency communications systems, as well as integrating and automating existing systems with new platforms to improve unified command and control capabilities.
o ICT Infrastructure Modernization: The TA will help to assess and define requirements for
modernizing and increasing resilience of core ICT infrastructure for Phuket Province, including fiberoptic networks, data servers, cloud migration, cybersecurity and 5G deployment. The TA will assess the current state environment of Phuket’s ICT infrastructure, identify the drivers/critical objectives for future state and transformative initiatives to advance the future state.
About the Technical Assistance
The USTDA-funded TA will support DEPA, the PPG, and other key stakeholder in defining
technical requirements and developing a detailed strategy and recommendations for advancing the buildout and expansion of smart city projects and modernization of critical ICT infrastructure in Phuket Province.
