The Secretariat of Economy and Labor of the State of Chiapas (Secretaría de Economia y del Trabajo, “SET”) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to prepare a feasibility study to support the development of an intermodal rail terminal in southern Mexico. The Proposal submission deadline is October 6, 2023 at 2 p.m.Tuxtla Gutiérrez local time/ 4 p.m. EDT. The U.S. firm selected will be paid in U.S. dollars from a $960,000 grant to SET from the U.S. Trade and Development Agency.

The Grantee is the Secretariat of Economy and Labor of the State of Chiapas (Secretaría de Economia y del Trabajo, “SET”). SET is an agency within the state of Chiapas responsible for formulating and overseeing policies for industry, foreign trade, and supply chains in Chiapas. SET’s objective is to implement public policies and support projects that promote economic growth, foster competitiveness, and attract investment to the state.
Project Background
SET is proposing the development of an intermodal rail terminal in the State of Chiapas to create an efficient system for handling containerized cargo, facilitate the transportation of cargo via railways in southern Mexico, and enhance the supply chain between Mexico and Central America.
About the Feasibility Study
The feasibility study will help SET assess the viability of developing an intermodal rail terminal in the State of Chiapas in southern Mexico. The feasibility study will support these efforts by identifying and selecting the Project site, developing the physical, operational, and technical specifications, and conducting economic, financial, and market analysis for the proposed intermodal rail terminal.
