Electronic Health Solutions (“EHS” or the “Grantee”) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute technical assistance (the “Technical Assistance”) in developing the second stage of the Hakeem system (“Hakeem”), the national electronic health records system of Jordan, by supporting upgrades to two primary and two disaster recovery data centers. The Proposal submission deadline is noon Jordan Local Time (4:00 a.m. EST), November 15, 2024. The U.S. firm selected will be paid in U.S. dollars from a $937,390 grant to EHS from the U.S. Trade and Development Agency.
About the Grantee EHS, founded in 2008, is a private shareholding company registered as a non-profit under the Companies Law of Jordan No. (22) for the year 1997 with a mission to advance the healthcare sector in Jordan by providing innovative and automated solutions to enhance the quality and efficiency of the Kingdom’s public healthcare services. Its owners include the Government Investment Management Company, the Jordanian Royal Medical Services, the King Hussein Cancer Foundation, the Royal Health Awareness Society, the Private Hospitals Association, and the King Abdullah II Fund for Development.
Project Background Jordan benefits from a stable political climate and long-standing prioritization of public health in its development plans. Although only 55% of Jordan’s population of approximately 11 million people are insured, Jordan’s government has committed to providing universal healthcare coverage by 2030. However, Jordan’s healthcare sector has come under increased strain in recent years as population growth, the impact of the COVID-19 pandemic, and an influx of approximately 700,000 Syrian refugees have increased challenges on the country’s public healthcare system. These pressures have brought renewed attention to modernizing Jordan’s healthcare infrastructure through digitization. Jordan has already taken significant steps towards digitizing healthcare through the national roll-out of Hakeem, an electronic health records platform deployed by EHS following a USTDA-funded feasibility study. Hakeem replaced the paper record-keeping system in public healthcare facilities with an electronic system and currently manages almost 7 million registered electronic patient records at more than 250 healthcare institutions across Jordan’s public health sector.
About the Technical Assistance The proposed TA would provide the Grantee with the technical specifications to upgrade its data center capacity, including a system assessment, an information technology (“IT”) upgrade plan, and preparation of requests for proposals to support upgrades of the data centers’ hardware, software, and facilities. The TA would also include a financial analysis of the upgrades’ cost, a development impact assessment, and an environmental impact assessment. Finally, the TA would provide the Grantee with an implementation plan with specific and detailed procedures and a schedule for the upgrades.
