The Associação Brasileira de Entidades Estaduais e Públicas de Tecnologia (“ABEP”) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute technical assistance for advisory services for 18 months to assist ABEP and four member-state procuring entities in adopting value-based procurement mechanisms for ICT procurements in alignment with Law 14,133. The Proposal submission deadline is April 19, 2022, at 2 p.m. Brazilian Standard Time/ 1 p.m. EST. The U.S. firm selected will be paid in U.S. dollars from a $2,063,500 grant to ABEP from the U.S. Trade and Development Agency.
About the Grantee
ABEP is a national association comprised of state-level ICT companies and secretariats to promote and strengthen cooperation among state governments in the country. ABEP is composed of representatives nominated by all state governments in Brazil and actively participates in the development of ICT-related public policies at various levels of government while also advocating for the advancement of ICT platforms as a tool for civic engagement and innovation.
Project Background
The Technical Assistance for the Associação Brasileira de Entidades Estaduais e Públicas de Tecnologia will provide advisory services to assist ABEP and its member-state procuring entities in establishing transparent, competitive, and high-quality procurement processes and practices in alignment with Law 14,133 to support the adoption of value-based procurement mechanisms for ICT procurements. ABEP will participate in the Project together with four Brazilian state ICT companies: (i) Amapá State ICT Company (“PRODAP”), (ii) Bahia State ICT Company (“PRODEB”), (iii) Rio Grande do Sul State ICT Company (“PROCERGS”), and (iv) Espírito Santo State ICT Company (“PRODEST”).
About the Technical Assistance
The Technical Assistance will assess the procurement systems, processes, and practices of the four participating state ICT companies and develop recommendations to integrate best value considerations in alignment with Law 14,133 across the procurement lifecycle. The Contractor will produce a tailored procurement modernization plan for each participating ICT company and work with the companies to make progress on the Contractor’s recommendations during the term of the TA. The Contractor will also provide recommendations and training to the state ICT companies on qualification-based evaluation methodology for ICT procurements. Finally, the Contractor will prepare a value-based procurement manual to be shared with all ABEP member companies, and the Contractor will deliver a workshop, either in-person or virtually, on the manual for ABEP and all of its member companies.
