The Nusantara Capital Authority (“OIKN” or “Client”) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute technical assistance (“Technical Assistance”) to support the deployment of smart city technologies in Nusantara, the new capital city of Indonesia. The Technical Assistance will provide detailed designs, technical specifications, procurement documentation, and a capacity building strategy necessary for implementation of Nusantara’s priority smart city infrastructure (the “Project”) in the Republic of Indonesia. The Proposal submission deadline has been extended to is October 18, 2024 at 8 p.m. Western Indonesian Time (WIB) (UTC+7 hours)/ 9 a.m. ET. The U.S. firm selected will be paid in U.S. dollars from a US$2,495,000 grant to OIKN from the U.S. Trade and Development Agency.
About the Grantee
Established in March 2022, the Nusantara Capital Authority (“OIKN” or “Otorita Ibu Kota Nusantara” in Bahasa Indonesia) is a cabinet-level agency of the Indonesian government charged with managing and governing Nusantara. OIKN reports directly to the President of Indonesia. OIKN is led by a senior executive, two deputy executives, and nine department heads. OIKN’s wholly owned asset management and holding company, PT Bina Karya, is also expected to play an important role in the implementation and operation of key infrastructure and assets on behalf of OIKN.

The Project refers to the deployment of technology solutions in Nusantara focused on 15 priority smart city features (“Smart City Features”). Implementation of the Smart City Features is expected to improve the quality of life for residents of Nusantara and increase the sustainability of the new capital’s infrastructure. About the Technical Assistance
The Technical Assistance will provide OIKN with detailed enterprise architecture designs and definition of technical requirements for high-priority Smart City Features. The Technical Assistance will define technical requirements for the Smart City Features that can be used to issue well-specified request for proposal (“RFP”) documents when tendering implementation of smart city solutions for Nusantara. Additionally, the Technical Assistance will provide OIKN with a roadmap for developing the organizational and staff capacity to effectively deploy and operate Nusantara’s smart city infrastructure. The Technical Assistance will also help OIKN to identify relevant smart city solutions offered by U.S. suppliers for the Smart City Features. By establishing a coherent architectural blueprint for the identified Smart City Features, the Technical Assistance will help OIKN to ensure that the smart city initiatives are efficient, scalable, resilient, sustainable, and procurement ready.
