The Electricity Generating Authority of Thailand invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute a feasibility study to assess the technical and economic viability of development of a grid-connected pumped storage hydropower (PSH) plant at the Vajiralongkorn Dam in western Thailand. The Proposal submission deadline is 5:00 PM ICT (6:00 AM EDT) on July 7, 2023. The U.S. firm selected will be paid in U.S. dollars from a $1,027,900 grant to the Electricity Generating Authority of Thailand from the U.S. Trade and Development Agency.
About the Grantee
The Electricity Generating Authority of Thailand (EGAT) is responsible for approximately half of the power generation in Thailand and has exclusive control over the national transmission system.
EGAT is the largest power producer in Thailand, owning and operating power plants with a total installed capacity of 16,037 MW as of August 2021. The utility’s power generation facilities consist of three thermal power plants, six combined cycle power plants, nine renewable energy plants, four diesel power plants, and 29 hydropower plants. EGAT currently owns and operates three PSH projects with a total installed PSH capacity of 1,531 MW, with three more PSH plants planned or under development.
In addition to power plants for electricity generation, EGAT also owns and operates a high voltage transmission network that covers all parts of the country.
Project Background
In order to support increased adoption of variable renewable energy for power generation in Thailand, EGAT has proposed a feasibility study to assess the technical and economic viability of development of a grid-connected pumped storage hydropower (PSH) plant at Vajiralongkorn Dam in western Thailand. The PSH plant would provide a clean energy generation source and energy storage solution to support Thailand’s energy transition.
About the Study
The main goals of this feasibility study include conducting geotechnical and geological investigation of the Project site; developing a high-level conceptual design for the PSH plant; assessing the economic viability and developing initial cost estimates for the Project; identifying potential funding sources; conducting a preliminary environmental and social impact analysis; assessing opportunities for the export of U.S. products and services in Project implementation; and developing an implementation plan that describes all the key steps to design, build and commission the Project.
