PT Mass Rapid Transit Jakarta (“MRT Jakarta”) invites submissions of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to conduct a Feasibility Study (“FS”) to examine the technical and economic feasibility of installing solar panels on rooftops across MRT Jakarta’s rail system, accessing power from renewable energy power plants in Indonesia, and implementing energy efficiency and storage projects that would reduce MRT Jakarta’s overall electricity demand (“Project”). The Proposal submission deadline is Noon EST/ Midnight Jakarta Time on March 8, 2023. The U.S. firm selected will be paid in U.S. dollars from a US $709,630 grant to the Grantee from the U.S. Trade and Development Agency.
About the Grantee
MRT Jakarta is a municipally owned corporation established in 2008 to develop, operate, and maintain Jakarta’s MRT system. MRT Jakarta is responsible for the construction of MRT system infrastructure and facilities in Jakarta, operation and maintenance of MRT system infrastructure, and development and management of real estate at train stations, depots, and their surrounding areas.
Project Background
MRT Jakarta seeks to substantially expand Jakarta’s public transit offerings through the ongoing development of Indonesia’s first MRT system. The MRT development plan includes a multiple phase expansion to ultimately increase the total coverage of the system to 56 kilometers of the city. The MRT system is owned by the local Jakarta government and operated by PT MRT Jakarta, which is a municipally owned corporation. Construction on Phase I of the MRT began in 2013, and operations commenced in 2019. Phase I is supported by the Japan International Cooperation Agency and includes one operational train line covering 16 kilometers with 13 stations. Phase II is currently under construction and is scheduled to be completed by 2027. Phases III and IV are currently in the planning stages and are expected to become operational by the 2030s.
MRT Jakarta has set an objective to meet all of its current and future electricity needs with renewable energy. MRT Jakarta seeks to accomplish this objective through three approaches: (i) installing solar panels on rooftops across the rail system; (ii) acquiring renewable energy credits; and (iii) accessing power from renewable energy power plants in Indonesia. Of the three approaches identified by MRT Jakarta, the development of the rooftop solar initiative is the most advanced. As a next step, MRT Jakarta needs to assess its entire MRT system and facilities to determine which stations can support rooftop installations, conduct more detailed quantitative projections, and develop a plan for future installations. MRT Jakarta also seeks to implement energy efficiency and storage projects that can reduce its overall electricity demand from PLN and reduce emissions generated by the system.
About the Feasibility Study
The FS will support MRT Jakarta in assessing the viability of implementing a renewable energy initiative to transition the MRT System’s power supply to renewable energy sources. The scope of work includes advising MRT Jakarta on the implementation of solar panels on rooftops across its rail system. The selected Contractor for the FS will determine which rooftops are suitable to become solar rooftops, develop technical standards and specifications for the solar panels and related equipment, and create an implementation plan and timeline for installing solar panels on rooftops throughout the rail system. The FS will also analyze opportunities for energy efficiency and energy storage projects that could be implemented across the MRT System. Finally, the FS will develop a roadmap for MRT Jakarta to meet the majority of its future electricity needs with renewable energy to reduce carbon emissions. The FS is initially estimated to take approximately eight months to complete.
