Ecuador: Quito Electric Bus and ITS Modernization Project Technical Assistance

The Empresa Pública Metropolitana de Transporte de Pasajeros de Quito (“EPMTPQ”) (the “Grantee”) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute technical assistance (the “Technical Assistance”) to enable the Grantee to replace its diesel bus fleet with electric buses, as well as upgrade its bus stations, fare collection systems, and other intelligent transportation system (“ITS”) technologies in the city of Quito, Ecuador. The Proposal submission deadline is December 16, 2022 at 2:00 PM local time in Quito (2:00 PM EST). The U.S. firm selected will be paid in U.S. dollars from a $943,236 grant to the Grantee from the U.S. Trade and Development Agency.


About the Grantee
The Grantee is the Empresa Pública Metropolitana de Transporte de Pasajeros de Quito (“EPMTPQ”), which was established by the Municipality of Quito in 2010. EPMTPQ manages and operates the main public transportation corridors in Quito, including the Trolebús and Ecovía bus systems.


Project Background

The Grantee is seeking to replace its diesel bus fleet with electric buses and upgrade its bus system facilities, including bus stations, maintenance shops, and control centers. In addition, the Grantee is seeking to incorporate ITS technologies and further integrate its bus services with the other public transit systems in Quito.


About the Technical Assistance

The Technical Assistance will assess the key technical, financial, economic, and environmental components of the Grantee’s strategy to modernize its Ecovía bus systems, which includes introducing electric buses, improving bus stations, and upgrading transit control centers, fare collection systems, and other ITS technologies. Specifically, the Technical Assistance will provide the Grantee with the technical recommendations, financial and investment plans, and designs for the implementation and operation of two approximately 25-kilometer climate-smart bus lines along Avenidas 6 de Diciembre and Maldonado (from the Quitumbe Station to the Labrador Station) and Avenida 10 de Agosto (from the Guamani Station to the Rio Coca Station) in the city of Quito. The Technical Assistance will assess the demand, fleet upgrades, and financing necessary for modernizing the bus system operated by the Grantee.
