Director of Congressional Affairs
Thomas Woodburn currently serves as Director of Congressional Affairs at the U.S. Trade and Development Agency. In this role he leads USTDA’s engagement with Congress in support of USTDA’s mission to help U.S. businesses create jobs through the export of their goods and services for priority infrastructure projects in emerging economies. USTDA links U.S. companies to global export opportunities by providing early project preparation assistance that matches U.S. technological expertise with overseas infrastructure development needs – creating lasting business partnerships between the United States and emerging market economies.
Prior to joining USTDA, Mr. Woodburn spent 10 years serving in congressional offices in a variety of roles, most recently spending 3 years serving as Legislative Director for a Member of Congress with a focus on telecommunications, foreign relations, and trade policy.
Mr. Woodburn holds a B.A. in History from Christopher Newport University in Newport News, Virginia.
